NDC will loosen the regulations in the "Act for the Recruitment and Employment of Foreign Professionals", to attract more global talents to come to Taiwan.
Minister of National Development Council(NDC) Ming-Hsin Kung announced that the act they enacted in February 2018, Act for the Recruitment and Employment of Foreign Professionals, has gained a stellar record. As of March 2021, NDC already issued 2,447 Employment Gold Cards, as well as helped hire 1,883 "foreign professionals" and "special professionals", which means totally the act has attracted 4,330 international talents, including entrepreneurs from Silicon Valley, to work and develop new business in Taiwan. Next step, NDC will establish an interagency special task force to further attract foreign workers, and they target to attract over 10,000 foreign professionals to come to Taiwan.
Minister Ming-Hsin Kung emphasizes that the NDC is working on modifying the "Act for the Recruitment and Employment of Foreign Professionals", to loosen the regulations further and draw more and more foreign professionals to come to Taiwan. The modified act was approved by the Executive Yuan on April 15 and was sent to the Legislative Yuan for review on April 16.
Regarding the goal of the interagency special task force, Ming-Hsin Kung said that the team has four primary jobs, attracting international talents, helping them easily settle down in Taiwan, matching them with high end oppurtunities, and seeking more international funds to invest in Taiwan.
The Taiwanese government launched the Taiwan Employment Gold Card program to appeal to global professional talents. The Gold Card is a program that combines visa, work permit, and residency. People who get accepted will have the right to stay and work in Taiwan for one to three years. The Taiwanese government will also allow candidates to bring their families as well as grant visitor rights for parents and grandparents.

Taiwan took action to combat the Covid-19 earlier than most countries and is now reaping the rewards. Taiwan is one of the few places in the world in which there is no particular lock-down policy and people can work in-person safely. International media recognizes Taiwan's Covid-19 response. Bloomberg has ranked Taiwan as No. 2 for the best place to be in the Covid-19 era, and Times Magazine also mentions Taiwan as having the best global response to the Covid-19 pandemics.
These two reasons combined, Taiwan, the safest place in the world, has gained huge success in recruiting international experts last year. "In the middle of last year, the NDC issued 800 Gold Cards. Now it is above 2000," said Ming-Hsin Kung. It is apparent global talents are paying more attention to Taiwan now.
For promoting the Taiwan startup community to the globe, the NDC teamed up with hundreds of local venture capitals, startup accelerators, and launched the national startup brand of Taiwan - Startup Island TAIWAN.
In fact, Taiwan has been ranked as a "super innovator" with Germany, Switzerland, and the US in the latest Global Competitiveness Report, says Mei-Ling Chen, former NDC minister. According to 2019 Global Entrepreneurship Monitorreport, the country stands as one of the best environments to start a company among fifty economies.
Startup Island TAIWAN will play a role for the startup community to keep broadcasting to the world the ambition and capabilities of Taiwan startup companies and keep seeking international cooperation opportunities.
