The 2025 Business Climate Survey conducted by AmCham Taiwan has revealed key insights and shown a broadly positive outlook among its members. This survey, critical for shaping business strategies and decisions, highlights the resilience and strategic resilience of Taiwan as it navigates global economic shifts. Capturing perspectives from 423 companies across more than 20 industries, this survey underscores Taiwan’s appeal as a robust hub for international business, driven by its strategic location and stable environment.
Andrea Wu, Standing Vice Chairperson of AmCham Taiwan, and Dan Silver, the Chairperson, provided valuable insights during the survey's unveiling. Andrea Wu emphasized Taiwan's adaptability and innovation, noting the strong commitment of AmCham members to the region. She highlighted that a significant 87% of the companies surveyed are headquartered outside Taiwan, reflecting the international community's vested interest in Taiwan's business climate.
Dan Silver discussed the confidence among the international businesses operating in Taiwan, with 80% optimistic about the economic prospects for the next year and 77% for the next three years. He pointed out the steady economic resilience and the increased confidence compared to six years ago when less than half were optimistic. Silver also noted that industries such as financial services, ICT, and hospitality are showing strong revenue trends, with 82% of respondents reporting stable or increased revenue in 2024.
The survey shed light on robust investment levels continuing into 2025, with 90% of companies planning to maintain or increase their investments, particularly focusing on digital transformation and innovation. Additionally, human capital remains a priority, with a significant 60% of respondents committed to enhancing staff training and professional growth. Despite challenges, 78% of companies reported satisfaction with their ability to recruit talent that aligns with business needs, although satisfaction varies by sector.
Over 57% of companies have committed to achieving net zero or implementing 100% renewable energy targets, but 78% expressed concerns about the availability of green energy, signaling a significant area for potential improvement and investment. Additionally, a substantial 74% of respondents stressed the importance of a U.S.-Taiwan Bilateral Trade Agreement to their business operations, while 71% prioritized issues related to avoiding double taxation, with even higher support in sectors like financial services, professional services, and healthcare.
Interestingly, companies reported feeling less affected by cross-Strait tensions than in previous years, with only 7% of respondents reporting significant disruption last year. Moreover, about 23% of respondents have taken steps to diversify their supply chains, including relocating business from China over the past five years, aiming to mitigate risks and capitalize on new market opportunities.
Sustainability has become a pivotal focus, with concerns about green energy availability persisting despite strong commitments. Silver called for accelerated government efforts to support the transition to a more sustainable energy infrastructure.
Both Andrea Wu and Dan Silver emphasized the importance of continued investment in Taiwan’s people and the collaborative effort between businesses and the government to navigate and overcome emerging challenges. Andrea Wu stated, "Our members are deeply integrated into Taiwan's economic fabric, continually adapting and thriving amidst global changes." Dan Silver added, "The positive survey results reflect the resilience and dynamism of Taiwan's economy. We are committed to further enhancing our investment in Taiwan's bright future."
