In the city of Berkeley, Mark Liu, the former chairman of Taiwan Semiconductor Manufacturing Company, has partnered with the University of California to launch the Technology Competitiveness and Industrial Policy Center. The center aims to strengthen United States leadership in advanced technology by advising policymakers on reconnecting research, development, and manufacturing for global competitiveness.
The TCIP’s mission is clear: to provide independent, expert advice on technology policies that ensure the United States remains a leader in technological research, development, and manufacturing. Mark Liu emphasizes that such leadership is vital not only for economic prosperity but also for national security.
Mark Liu noted that the ongoing trend of globalization has caused a separation between upstream research and downstream manufacturing. "This disconnect has made it difficult for innovations to transition into successful commercial products. As a result, the U.S. is losing its technological edge, which is central to both its economic strength and national security," Mark Liu said.
To address this challenge, Mark Liu advocates for a comprehensive national strategy to strengthen the entire process—from research to product development and manufacturing—ensuring new technologies can be effectively brought to market.
S. Shankar Sastry, a professor of computer science at UC Berkeley, will lead the center as its Faculty Director. He pointed out the increasing importance of U.S. leadership in cutting-edge technologies like artificial intelligence, especially in the wake of growing competition from China. He added, “The rise of Chinese technologies like DeepSeek highlights the urgency of restoring U.S. leadership in advanced technology.”
The center will draw on expertise from across various fields, including technology, economics, and policy. By fostering collaboration between academia, industry, and think tanks, the TCIP aims to address key challenges facing the U.S. technology sector and create actionable solutions.
Tsu-Jae King Liu, Dean of UC Berkeley’s College of Engineering, expressed her excitement about the new initiative: “We are honored to have Mark Liu’s leadership in creating this center, which will be essential for ensuring the U.S. stays competitive in the global race for technological advancements.”
